After consulting and conferring with Prime Minister Giorgia Meloni and Minister Tajani, and following an assessment of security conditions carried out by the Joint Operational Headquarters, I have authorized the Chief of Defence Staff, Gen. Portolano, to order the resumption of Italian activities within the EUBAM Rafah mission — which involves Carabinieri personnel — for the reopening of the crossing under the same arrangements as in January 2025, in coordination with the Ministry of Foreign Affairs.

The Rafah crossing, on October 14, 2025, in accordance with the Trump agreement and in coordination between the European Union and the parties, will be opened alternately in two directions: outbound toward Egypt and inbound toward Gaza.

On Sunday, October 12, the operations for the release of Israeli hostages and the release of Palestinian prisoners will begin.

The Israelis are working to restore the logistical functionality of the crossing infrastructure in the shortest possible time.

Approximately 600 truckloads of humanitarian aid per day will enter Gaza through crossings other than Rafah.

The movement of people will not be limited to serious medical cases but will be extended to anyone who wishes to cross (subject to the joint agreement of Israel and Egypt).
