
Experimental Evolutionary Leadership Program of the Ministry of Defence

The closing ceremony of the experimental evolutionary leadership program took place today at Palazzo Salviati, headquarters of the Center for Higher Defense Studies (CASD)/University-Level School. The initiative was promoted by the Board of the Independent Performance Evaluation Body (OIV), in collaboration with the Ministry of Defence.
The ceremony, chaired by OIV President Dr. Franco Massi, was attended, among others, by the Secretary General of Defence, Cons. Fabio Mattei, the President of CASD/SSU, Army Corps General Stefano Mannino, the founders of the company Bloom, and representatives of the Armed Forces.
The event opened with the reading of a welcome address from the Minister of Defence, Hon. Guido Crosetto:
“The civilian personnel of the Ministry of Defence, in constant synergy with the military, represent a vital strategic asset in supporting processes of change and ensuring tangible results, benefiting not only the organization but the entire national system.
It is with this vision that I approved the experimental project of evolutionary leadership, initially aimed at the senior civil management of the Ministry.
A program grounded in the awareness that every organizational transformation begins with the development of its leaders.
Being a leader means, above all, knowing how to learn, how to challenge oneself, and how to value the contributions of others.
From this perspective, I intend to promote further training initiatives, including inter-organizational programs, to foster dialogue and exchange between Defence management and the national industrial system.”
Later, the President of the OIV emphasized:
“In an era defined by rapid and complex changes, leadership is no longer an accessory trait, but an essential pillar for the proper functioning of institutions.
Effective leadership in public administration means having vision, the ability to inspire, to guide change, to promote innovation, and above all, to value people.
This is the right direction: to train leaders capable not only of managing, but of motivating, guiding, and making public structures more efficient and closer to citizens.
In this context, the synergy between the OIV and the Ministry of Defence takes on great importance.
Our role is not limited to oversight or verification: the OIV is a strategic partner in promoting quality, merit, transparency, and accountability.
Only through loyal and constructive collaboration between the OIV and public managers can we build a performance culture that is not mere formality, but a real tool for continuous improvement.
The OIV can and must stand by management to support, guide, and enhance best practices, helping the administration measure what truly matters and turn results into public value.
To do so, we need conscious, well-prepared, and courageous leadership—just like the one this course aimed to develop.”
At the end of the ceremony, diplomas were awarded to the senior executives who completed the experimental evolutionary leadership program:
Dr. Francesco Rammairone, Dr. Marina Iaderosa, Dr. Maria De Paolis, Dr. Lorenzo Marchesi, Dr. Emanuele Coletti, and Dr. Alida De Angelis.
